PROCUREMENT UNIT

 The primary mandate of the unit includes

  1. Development of an annual procurement plan for the office.
  2. Quarterly reviews of the annual procurement plan for the office.
  3. Identification of need, sourcing, and procurement. That is identifying, evaluating, and selecting suppliers for goods, works, consultancy, and technical services.
  4. Contract management. That is negotiating and drafting tender and contract documents and managing contracts with suppliers.
  5. Tendering and bidding. Managing the tendering process for procurement opportunities.
  6. Supplier relationship management. Building and maintaining relationships with suppliers, supplier development.
  7. Compliance and risk management. Ensuring procurement activities comply with organizational policies, laws, and regulations of the state.
  8. Cost management. Negotiating prices, managing budgets, and optimizing procurement costs.

Goals and Objectives

  1. To assist management in acquiring goods, works, consultancy services, and technical services using the procurement act, all other applicable state acts, procurement manual, and regulations.
  2. Value for money spent: That is, ensuring procurement activities deliver value for the organization.
  3. Efficiency and effectiveness. Streamlining procurement processes and improving productivity.
  4. Transparency and accountability. Maintaining transparency and accountability in procurement activities.
  5. Supplier diversity and competition. Promoting diversity and inclusivity in supplier selection.

  1. Ghana Electronic Procurement System (GHANEPS).
  2. Public Procurement Act—2003 (Act 663) as amended with Act 914.
  3. Public Financial Management Act 2016 (PFM Act 2016)
  4. Stores Regulations, Ministry of Finance and Economic Planning, 1984.
  5. Any other Act of the state relating to the function being carried out.
